It’s the 28th of the month. Your accountant is copying attendance from a notebook, three WhatsApp messages and a biometric machine that only works on good days into one salary sheet. Meanwhile, someone in sales insists they took one day off, not two.

If that sounds familiar, it may be time to look at HR software in Pakistan. You’re certainly not alone: according to Arab News, small and medium businesses make up over 90 percent of Pakistan’s businesses, produce roughly 40 percent of GDP and provide about 78 percent of non-farm jobs. A lot of them, we’d guess, still run HR on spreadsheets and goodwill.

This guide is for the owner or office manager who’s ready to stop. We’ll cover what to look for, compare six platforms worth a demo, talk honestly about cost, and help you choose one you won’t regret in six months.

When spreadsheets stop being enough

Nobody wakes up wanting HR software. You start looking after something goes wrong: a salary error you only spot after payday, a leave balance nobody can prove, an employee who leaves and takes half the paperwork with them.

Pakistan adds its own wrinkles. Payroll isn’t just salary minus tax. Depending on your size and province, you may also deal with EOBI contributions, provincial social security (SESSI, PESSI and their counterparts) and withholding tax on salaries, and the rates change by notification. Tracking all that by hand works with eight people. At twenty, it gets shaky.

A few signs it’s time to move on:

  • Payroll eats a day or two every month, mostly spent double-checking.
  • Leave balances live in someone’s head, or in an Excel file three people edit.
  • You’ve opened a second branch, or half the team now works remotely.
  • You’ve had an attendance argument that data could have settled in seconds.

If two of those sound familiar, HR and payroll software in Pakistan deserves a serious look.

What to look for in HR management software

Vendor feature lists all start to look the same after a while. Here’s what actually matters when you’re shopping for HR management software for small businesses in Pakistan.

Local payroll rules, handled properly. This is the big one. The software should calculate EOBI, social security and income tax deductions, produce payslips and ideally generate a bank salary file. Ask how often rates are updated and who does it. Tools built for other countries can need workarounds here.

Attendance that fits how you really work. If you already own a biometric machine, check the software can read from it. If people work in the field or from home, mobile check-in matters more.

Leave and approvals without the WhatsApp chaos. Staff apply, managers approve, balances update. That’s the whole job, and it removes a surprising number of daily interruptions.

A self-service portal. When employees can download their own payslips and check their own leave balance, HR stops answering the same ten questions every month.

Reports you can actually read. Late arrivals, absences, payroll summaries. If you need a consultant to produce them, the software isn’t doing its job.

Support that picks up. Local support in Urdu and English sounds minor until payroll breaks on the 29th.

One more thing: choose for the team you’ll have in two years, not the one you have today. Switching HR systems halfway through growth is a headache nobody needs.

Top HR management platforms for small businesses in Pakistan

Quick disclosure: this post is published by ICT Systems, the company behind WebDesk HR, which is one of the six below. Each tool is described from public material, with the limits we could spot. Prices and features change, so confirm everything on the vendor’s site.

WebDesk HR and Payroll (ICT Systems)

WebDesk HR is a module of ICT’s WebDesk ERP, so employee records, recruitment, appraisals, attendance, leave and payroll (including loans, advances and final settlements) sit in one system. Employees get a self-service portal and a mobile app for attendance, leave requests and payslips, and clock-in can be limited to approved locations. Every module is listed on ICT’s Best HR Software in Pakistan page. Pricing isn’t published, so expect to request a quote. Best for businesses that will want accounting or inventory on the same system later.

HysabOne

Best known as accounting and inventory software, HysabOne also offers a payroll and attendance module for local SMEs. Its listing mentions EOBI and PESSI handling, biometric integration, leave management and a mobile attendance app, and plans start at PKR 3,499 a month with a 14-day free trial, according to the vendor. If you need recruitment or performance reviews, ask what the HR side covers beyond payroll and attendance.

Flexi HR

Flexi HR’s core suite covers employee records, attendance and shifts, leave and payroll, with EOBI, PESSI and withholding tax rules listed as built in. That compliance-first approach suits you if getting deductions right is your biggest worry. We didn’t see public pricing, so plan on a demo call.

PayPeople

PayPeople is another locally focused option, positioned around payroll, attendance and compliance. We found little independent review coverage, so treat its marketing like anyone else’s: ask for a live demo, a couple of customer references and a clear answer on how statutory changes get applied.

Zoho People

A popular global cloud tool and often the first name small teams try. One ONES roundup puts its free plan at up to five users, with paid plans from about $1.25 per user per month; leave, attendance and employee self-service are its strengths. The question mark in Pakistan is payroll. Confirm exactly how it handles EOBI, social security and local tax before relying on it, and check Zoho’s own pricing page, since those numbers move.

Odoo with a Pakistan payroll module

Odoo doesn’t appear to ship with Pakistani payroll rules out of the box, so teams add third-party modules covering EOBI, provincial social security and FBR tax slabs. One Odoo Apps listing costs $119, for the module only, not Odoo itself or setup. Whichever module you use, check its rates against current FBR, EOBI and provincial guidance before running live payroll. A good fit if you have an IT person or implementation partner; likely overkill for a ten-person shop.

How much does HR software cost in Pakistan?

Pricing here tends to fall into three buckets: a monthly subscription (per employee or per plan), a one-time licence with annual support, or a custom quote for ERP-style systems. A few public data points: HysabOne lists plans from PKR 3,499 a month, Zoho People has a free tier for up to five users, and an Odoo payroll module is a one-time $119 before Odoo and implementation. Others, WebDesk included, quote after a demo.

The sticker price is rarely the whole bill. Budget for setup and data migration, staff training, and hardware such as biometric devices if you don’t have them yet, and compare the full first-year cost rather than the headline monthly figure. If budget is your main filter, our guide to Affordable HR Software for Small Businesses is a good next read.

Cloud or on-premise: which suits a small business?

Cloud-based HR software in Pakistan is the easier route for most small teams, and the reasons are practical. There’s no server to buy or babysit, updates arrive without a technician visit, and branch offices or remote staff can log in from anywhere. On-premise still makes sense if you want full control over where salary data lives, or if your office internet isn’t dependable.

Either way, ask three questions: where is the data hosted, how often is it backed up, and who inside your company can see salary information? Role-based access matters more than most buyers expect.

How to choose without overthinking it

Shortlist two or three tools, not ten. Ask each for a demo using your own data, ideally your messiest salary case: someone with a loan, an unpaid leave day and a mid-month joining date. Check what happens when EOBI or tax rules change, and call support once before you buy, just to see who answers. And if you already know accounting and inventory are next on your list, it’s worth looking at ERP Software in Pakistan that covers all three, rather than stitching separate tools together later.

Final Thoughts

Most small businesses don’t need the fanciest HR platform. They need one that gets payroll right every month, keeps attendance and leave honest, and doesn’t fall apart when the team doubles in size. Slick dashboards are nice, but accurate payslips on the last working day are better.

If you take one thing from this comparison, make it this: judge any HR software in Pakistan by how it handles your own messy month, not by the polished demo built to impress you. Those answers will tell you more than any feature list ever will.

To recap: WebDesk, HysabOne, Flexi HR and PayPeople are local options, Zoho People is a light cloud tool that needs a compliance check first, and Odoo suits teams with technical help. Costs vary widely, so compare the full first-year price, not the headline number.

You don’t need to get this perfect on day one. Pick two or three options, run a real payroll cycle through each, and let the person who’ll use the system every day have a say. They’ll spot things a sales demo skips. That one simple step heads off most regrets.

If you’d like to see how WebDesk HR handles your attendance, leave and payroll, ICT Systems offers free demos. You can request yours here and see it running on your own employee list.
